I am looking everywhere for the little plastic piece that slides into this to connect it to the pole. Do I have to buy a new rail to get that or does anyone sell that by itself?

There is no plastic piece on the top rail of this stand. If you're referring to the piece at the top of the pole that fits into the top rail, that's part of the pole and isn't sold separately. If that's the case, you'd actually need a new pole.
